Restore LA – How Do You Qualify For Phase 1 or Phase 2?

The Restore Louisiana Homeowner Assistance program is prioritized into six phases. At the completion of the initial survey, homeowners are placed in one of the six phases according to their answers to the survey questions. This helps Restore LA serve those with the less resources but greatest need first. Application begins for those in Phase 1 first and continue to open to those in latter phases as time goes on.

Phase 1 and Phase 2 of the Restore LA program has the same qualifications. The only difference between Phase 1 and Phase 2 is whether your flooded home is considered outside of the floodplain (Phase 1) or inside of the floodplain (Phase 2).

There are two basic requirements homeowners need to meet to qualify for Phase 1 or Phase 2.

The first requirement is that you have to meet the income requirement of being “Low-to-Moderate Income” (LMI). Low-to-Moderate Income means that you have to be 80% or less than of the Area Median Income (AMI). This is set annually by the U.S. Department of Housing and Urban Development (HUD). The number of persons in the household is also taken into consideration. The following is the link to the chart for 2017 Low-to-Moderate Income Limits for the different Louisiana Parishes.


The second requirement for the first two phases is that you must be 62 years or older OR you must be legally disabled OR have someone in the household who are disabled. You DO NOT have to be BOTH 62 years or older AND disabled. Many people, even those who works for Restore LA, have been misinformed about this requirement in the past.

To qualify for Phase 1 or Phase 2 you just have to meet these two basic requirements. Homeowners in Phase 1 and Phase 2 will receive 100% of the eligible reimbursement while homeowners in Phase 3 through 6 will receive 50% of the eligible reimbursement. This is the only difference in the phases in regard to what homeowners will receive. All homeowners will receive 100% of prospective repairs regardless of income or phases.
